BIR Form 2307 Explained: What It Is and How to Use It

Clients deducted tax from your payment and gave you a 2307? Here is what the form means, when you should get it, and how to use it so you never overpay income tax.

If you sell to bigger companies in the Philippines, you have probably noticed that clients sometimes pay you less than your invoice. The missing amount is not a discount. It is tax your client deducted and sent to the BIR on your behalf. The paper that proves it is BIR Form 2307, and it is worth real money to you.

What is BIR Form 2307?

BIR Form 2307 is the Certificate of Creditable Tax Withheld at Source. When a client is required to withhold expanded withholding tax (EWT) from a payment to you, the client keeps that portion, pays it to the BIR, and gives you this certificate as proof.

The word "creditable" is the key. It means the tax already paid in your name can be deducted from your own income tax later. You are not losing that money, as long as you have the certificate.

Who issues it and who receives it

  • The payor (your client, the withholding agent) prepares and issues the form.
  • The payee (you, the seller or service provider) receives it and keeps it.

You never create your own 2307. If a client forgot, you ask them for it.

When should you receive it?

The usual rule is that the payor gives the certificate within 20 days after the end of the quarter in which the payment was made. In practice that means around April 20, July 20, October 20 and January 20.

You can also ask for it at the time of payment. A polite message works well: "Please send the BIR Form 2307 for this payment together with your payment advice."

Do not wait until the day your return is due to chase clients. Late certificates are one of the most common reasons businesses end up paying tax twice.

How do you use it?

  1. Collect every 2307 you receive during the quarter.
  2. Check each one for your correct name, TIN and address, the right period, and amounts that match your invoices and the actual payment you received.
  3. Total the tax withheld for the quarter.
  4. Claim it as a credit in your quarterly income tax return, and attach or report the certificates as the BIR requires.
  5. Keep the originals with your books. If a certificate is lost, the BIR may refuse the credit unless you replace it properly.

Common mistakes to avoid

  • Recording the invoice and forgetting the withholding. If you invoice ₱100,000 and the client withholds ₱2,000, your bank receives ₱98,000. Your books must show the ₱2,000 as "tax credit receivable", otherwise your bank reconciliation will never match.
  • Wrong TIN or business name on the certificate. The credit can be questioned.
  • Missing certificates. Every month, compare your list of payments received with the 2307s in your folder.
  • Filing them in an email thread. Create one folder per quarter, and scan every certificate.

Make it a routine, not a scramble

A simple monthly habit solves most of this. Record each payment together with the amount withheld, then list which clients have not yet sent their certificate. When your books track both the invoice and the withholding automatically, quarter-end becomes a quick review instead of a treasure hunt.
